Do you have the Waking The Tiger DLC? If you do...
IN the German focus tree there's a focus called "Revive The Kaiserreich", take that and it will start a civil war when it's finished. Next, you want to win that civil war somehow, once you do that it will unlock a focus called "Secure The New State". Take that focus, then take "Revive The Kaisserreich" focus, and you will have returned the german empire.

If you don't have Waking The Tiger, you can't do it.

just click ~ on the keyboard to open the console and type set_ruling_party n, or just do what Thriko said and do the whole focus tree civil war thing if you have the dlc!

I don't have the dlc. But if I turn non aligned I become the German Empire?

There are plenty of mods that allow you to do the same thing the DLC does for free.

Since Earlier this year Waking the Tiger, Together for Victory and Death or Dishonor are part of the base game ...... this threat is from 2018.
