Hire Kurt Schumacher the Democratic political cabinent member, spend 75 pp to open political discourse in the decisions tab, then spend 100 PP to hold a national refferendum when Democratic support is over 50%.
The decisions you are talking about are not in the decisions tab. That's why I asked my question in the first place, because I can't hold a referendum.
I have the democratic reformer guy, still no decisions. I don't use any mods that could conflict with that, only a puppet coloring one. Maybe it's just not possible to do it with the germans once the kaiser comes back.
but i digress without WtT i'm just speculating.
If it is a bug however , you always have the option of using 'set_ruling_party_democratic' in the concole to force swith ideology, it'll null any achevements mind you but it's an option you have none the less.
