Is excavation bugged?
I research it but I don't see increase in resources gained on the map

No idea but prob not. Remember to look at total number of excovated resources. Before 80% removes, if free trade. If I have time I will start up a game and look at the number. Prob most easy to see as USA as they have many resources from start.

It's not shown on the map. Check your trade screen and hover over each resource, it's shown there.
