How do i end widespread draft dodging?

So im playing as the soviet union and i have my recruitable population set to 1% and my stability is at 55% and manpower is at 100% but it still gives me widespread draft dodging. which gives me 0 people im able to train. and my army seems weaker. Idk how to stop it.

These Events are Triggered by low War Support and/or low Stability.

You can choose options and decisions to fight it.
But the bigger problem is preventing it from coming back.

Your Stability is over 50% so I assume your War Support is pretty low.

First you need to Imcrease your War Support to over 50% as well.
Otherwise even if you get rid of it it will just come back short time later.

I do have war support at 100% and stability at 55% but nothing pops up for me to fix it. it just keeps lowering my stability every 90 days and i increase it. it's stuck in a loop

Check Decisions.
There should be something to suppress it.

There isn't, if you got discord i can screenshare for you if you'd like and show you what i mean

If you got neither Decisions nor low Stability/War Support then there is only 2 options left.
Either your Draft Policy is too high for your 50 Stability I think 50 stability can support up to Extended Drafts.


Or if thats not it either you might simply be victim of a Bug.
In that case I fear your only option is starting a new game.
Its a known bug which causes the event to loop ebdlessly and I think there is no kniwn fix for it other than loading a save from before it happens.

did you go to war earlier, and then had stability drop below 50%, and/or war support below 50%, during the war?

always try to keep both of these above 50%, even during war. if you get this event once, it is likely that this will be a repeating event.
think of it this way; your home country (in real life) get into a war that doesnt have any support of the people, it is likely that people then will attempt do stay out of the military by any means necesary. even after the war is over, it will take time for people to forget, and will be reluctant to freely join the army. as a comunist (or fascist) it will be less likely that the country would get this event, compared to if you were democrat or non-allign country, but the event may still happen.

also remember that a defencive war will boost your war support, while a offensive war will decrease war support.
