Report a translation problem
A navy on a hold order, in that strait, should be preventing enemy divisions from crossing in either direction but according to the OP enemy divisions are passing freely for some reason. Thats the question being asked.
They could be circumventing the strait crossing via a naval convoys but you'd see the convoys en-route, so it's not likely to be that.
I'm interested to see if anyone has any suggestions as iv'e never encountered this before having carried out the exact same 'operation' countless times.

it is probably set as a land conection, and therefore you cant blockade them
however, i do agree that you do have alot of un-used pp. not that it has anything to do with your question, just think that it should be used...
Messina will not appear on that list as a strait because it is not like Gibraltar, Panama or Suez (aside from the fact you can just go around it), none the less the crossing itself is still called a 'Strait', such locations on the map (places with red - - - connecting islands) have their own combat stats and can be cut of by a fleet on a hold order in that sea tile.
