When you can justify depends on your ideology, Fascism and Communism can justify whenever, but democratic states need to meet a certain world tension to fabricate a war goal.
As soon as your justification is done, you can declare war whenever, but Im pretty sure if you wait too long to declare war you will have to justify again.
Moral of the story is before the whole war kicks off, unless a focus lets you get an instant war goal, your gonna be waiting when it comes to justifying.
I believe that if you justified manually on the Republic of China and declare war on them, it skips the "Marco Polo Bridge Incident" focus meaning you don't get attack / defense debuffs against the ROC, the CSR and respective warlords.
japan has a tension modifier so you can't justify on them till WT is high. rush marco polo bridge incident for an early war with china
