How do i declare war early?

I'm playing as japan and I'm trying to conquer the Chinese sub factions early to deny some Manpower. How do i declare war on said factions as early as 1938?

Is it wise to attack Mongolia even though they are a puppet of the Soviet Union?

New to the game but quickly adapting.

you have to justify war goals against them, then you can declare based on that wargoal

Also, do not invade Mongolia, at least not super early, you could but in a one front war with the USSR you will get out numbered very fast, I'd wait for the Germans to attack them. Then spring your attack.

there's not really any point denying china manpower, as they have a ton even without the warlords. better to just use your superior divisions and take out the united china with naval invasions

Yeah they just kind of have a lot of divisions but they are all terrible and ill equipped

Use the command allowdiplo in the command box. I ALWAYS use it every game because justifying a war is practicaly teling the enemy "Hey on this specific date, at this specific time im going to invade you" and sometimes it takes YEARS to justify. So i would just use the command allowdiplo which makes it so you can just declare war instantly whenever you want, it makes the game so much more enjoyable.

You either do a national focus which gives you a war goal for instant ability to declare war or you need to justify as everyone else does.

And if i justify can i declare war as soon as its ready?

When you can justify depends on your ideology, Fascism and Communism can justify whenever, but democratic states need to meet a certain world tension to fabricate a war goal.
As soon as your justification is done, you can declare war whenever, but Im pretty sure if you wait too long to declare war you will have to justify again.

Moral of the story is before the whole war kicks off, unless a focus lets you get an instant war goal, your gonna be waiting when it comes to justifying.

Depending on who you want to attack, the Focus Tree might be faster to get a war justification.

The focus tree of Japan gives debuffs for when you try to take over China. Rightfully so, the Chinese have a whopping -50% attack and defense plus another -30% mobilization speed. You could technically just justify on China since you are fascist and then go to war with them.

I believe that if you justified manually on the Republic of China and declare war on them, it skips the "Marco Polo Bridge Incident" focus meaning you don't get attack / defense debuffs against the ROC, the CSR and respective warlords.

japan has a tension modifier so you can't justify on them till WT is high. rush marco polo bridge incident for an early war with china
