100 Regiments Offensive?

In WTT Commie China has the option to launch said offensive. Question is what does it actually do? I never got around to doing it and I couldn't find any information regarding it online.

Also, is it possible to have the KMT and Chiang as the democratic leader of nationalist China?

iirc it gives like a +10 soft attack to all infantry for its whole duration (not sure on specific stats)

Regarding the 100 regiment offensive:
