claims on baltic bugged?

as you can see i have claims on the baltic done and yet i don't have claims

as you can see here which to me makes no sense what so ever

claims in baltic is just justifying a wargoal against them, then you will be able to send an ultimatum and if they refuse you have to fight them, if they dont refuse you will just annex them

Ive notice this aswell, and look at their relations with you, its low for some reason so probably you gained claims but you didnt at the same time? Maybe claims mean like a core state instead, im not sure.

yes i have -20 from claims on us
but i can't dec war
and nobody has guaranteed their independence and iv already taken over 1 nation and at least from what iv seen you get 1 free war and then the allies stop you

Check on the state and see if its a core state, if it is then you probably are supposed to justify. Ive notice things like this happen with communist china and some allies too. If its not a core state then either 1. (unlikely) a mod was blocking you from declaring, or 2. (most likely) by gain claims it means something else, because I remember with italy if you gain claims on yugoslavia it sometimes just means that you have increased tension with their country.

Figured it out, press justify and press take claimed state.
