If your division needs 950 inf eq then you won't get the full benefit until you get to there. The benefit is scaled down to the given percentage.
If we use your Eq I example with 500 inf eq you'd be getting (5/950)*500= 2.6 defence and (15/950)*500= 7.9 attack for each infantry regiment in the division
If your division hasn't received a full upgrade but is otherwise at 100% equipment then it is scaled depending on what it has.
Going with what we had before. 500 eq I and 450 eq II. We already know the eq I stats from previous so now we calc the eq II.
(10/950)*450= 4.7 defence and (30/950)*450= 14.2 attack.
Remember you have full equipment so add the two values together and you get 7.3 defence and 22.1 attack from equipment
When looking at a deployed divions out on the map, it shows its actual stats that takes into account things as lack of manpower and/or equipment and also if a division uses several different tiers of equipment it is taken into account (lowering their stats when compared to the template stats).

Ahhhh I was looking at that earlier before I made this thread. My Medium Panzer Division had less stats than the template
I just compared the deployed template again to the division template and now I see that my Motorized Infantry is missing 9.7 in soft attack probably because I have the 1936 infantry equipment for that division when 1939 is most uptodate
I didn't know that the division designer template used the most uptodate equipment stats
