if you want to buff them all there's probably a mod. i know road to 56 lets you buff all countries.
just kill all of the warlords and communist china before the war with japan, then you will be considered a major. a divided china can never truly be major
China at the 1936 start is literally a fith grade power.
Ressources go out, inflation, Manpower problems aka draft dodging, an semi ongoing chinese civil war, warlords like chiang, sheng shicai, etc. army commanders have more power then the central government, no industrial capacity whatsoever, obsolete military in most cases, an republic system that got taken out of the picture and that upset ofcourse the democratic faction within the central chinese government, support for communists within the central government, support for Pu Yi aka manchukuo emperor, lackluster support of Chiang.
No China is worse off then some south american countries at that time so it should not at any cicumstance be considered a major power. Only after a vicotry against the japanese and a victory in a chinese civil war it should get the Major status.
Major power status requires a mixture of technology, industry, and manpower, and although China had manpower in 1936, it most certainly did not have tech or industry yet. Even Italy outnumbered most of the other potential great powers in the world in terms of manpower and industry, far outstripping the other major industrial minors of Europe such as Poland, Spain, Sweden, or Czechoslovakia. Beyond that, only the Chinese, Indians, and Indonesians had more power than the 7 majors; Brazil is the only other nation even competing in terms of manpower, but itself is vastly below in industry (just as Indonesia and India are, besides being colonial subjects).
China is split up a the start and it was a very rural place with not a lot of resources?
The main reason that China is powerful in this game is because of the manpower which is only because of how hard it is to get in this game.
If you could get more non core manpower as other nations or if you could core some reasonable places then China wouldn't matter so much.
It was not a major power until after good many years after the commies took control after the war.
