I need an advice for "Death or Dishonor or Cake" achievement

All my attempts end up in having Hungary, Bulgaria, Serbia and (in some cases) Slovakia as puppets - achievements requires staying neutral which means I cannot justify war unttil 50% world tension, and because Romanian focuses generate less world tension than German and Italian focuses with the same rewards do, world tension didn't reach 25% even when Germany invade Poland.
So I'm pretty sure I'm acting wrong at some points of my campaign. Any advices ?

Do Balkan Dominance path to the focuses to get claims for the countries around you. To actually gain enough manpower on the field for those focuses, you'll likely need to deploy divisions with just enough equipment and keep doing that over and over. At least that's how I cheesed it.

Might come down to getting lucky, I don't know if you play non-historical, but that might even give you a better chance at this. You can always, as well, tackle one of the bigger foes like Germany of Soviet union first, then come back for poland later - maybe once they've been already annexed by one of the other countries.
