When should I end the MEFO bills?

Usually when I play Fascist Germany I rush silent workhouses and diplomatic anexations and delay the MEFO bills until the war because that doesn't hurt my pp so much. But monarchist Germany doesn't have the silent workhouses and can't annex diplomatically. How long should I delay the MEFO bills with them?

If you decide to stay Fascist, MEFO bill are important until the war starts, after it does then MEFO bills are gone, but you manage to keep all factories from it.
