Can't revoke a guarantee!
As Poland I can't revoke a guarantee on Romania.It says they are guaranteeing us.Why ? How can I stop backing them?

Because they are guaranteeing you, not you them. They're backing you.

Then you may not have enough PP to break it. Tooltip should say why you can't.

However I dropped... It'not fun to be restricted to devs Paths,this game is so frustrating.Every thing is railroaded and static.Also the illogical unplausible ahistorical scenarios than we can follow throught national focus are static. In this game you're not free and using national focii we have only the sansation of freedom but in the facts we can't decide anything and what happen in the first 1-2 years decide all playthrough

I have a solution. Not sure if you're still looking. Works with the latest version (Collie v1.10.1). This method involves cheats.

First PAUSE THE GAME. Then tag the country you want to attack. If they are mutually guaranteed by another country, have them declare insta war on that country. This will overide the guarantees. Then force a white peace. Switch back to your country and commence your war. When you're finished with the console, then you can UNPAUSE THE GAME.
This is all possible with console commands.

List of commands I used: (~ to open)
Tdebug (get country tags)
Instant_wargoal, (remember to turn off)
Whitepeace (country tag) (country tag)

There's such a command as allowdiplo allows you to do anything
