Reinstated Nazi leadership?

Is there a way to access old nazi leaders after you win the German civil war? When you click imprison them for life, it says they may come in handy in the future. Is there a way to do this?

I was in a war with the USSR and eventually I got a event to release the nazis from prison.

You need to have 50% surrender progress to reinstate the Nazi Leadership. While in prison they study War Tactics so when they are released you get really skilled generals

According to the event its:

	trigger = {

So nothing about 50% surrender progress.
