Kaiserin Victoria and the Netherlands Event

So I am aware of how you get Victoria on the throne and eventually form the HRE when dealing with Allying the Shade and making sure the Hindenburg survives. However, one thing that caught my attention was what you do with the Netherlands. I heard that the Netherlands has to deny your request to release Wilhelm II and back down and settle with Wilhelm III in order to get Victoria III Confirmed. However, is this really needed, since after Wilhelm II dies, Wilhelm III takes his place anyway?

yes it's needed because you need to take the decisions to allow women to inherit the throne and you won't get access to those decisions unless you just get Wilhelm III instead of Wilhelm II.

But how big is the chance that they refuse? I had the dutch accepting for a few times already, so wondering if i can do anything to let them refuse.

The easiest way to make sure they always refuse is to delete your divisions after the civil war. By the end you only end up with a dozen or so divisions anyways so it doesn't end up being a huge issue.

just delete all your troops then they'll refuse.
