Can I avoid this? Can I hold a rferendum? If no, how and when is the best time to start?

Edit 1 : many people can't tell, so i will write them here. No referendum decision under the events tab.

Look in the decisions tab for referendum.

in the decisions tab there is a button that says 'prepare for civil war" click that and then in the next tree there is a "hold the referendum" decision

no, literally, there is no referendum nor any switch ideology events. Trust me, I played facist Canada after the update

Just have an SA run behind the back
SA did NOT get the option for a civil war/open dialogue
However, one can make use of the "support fascist coup" NF wich will trigger a civil war.

(perhaps this was due to me having TfV)

most retarded decision to change ever,
SA is on par with New Zealand in the level of weakness, and now SA is forced to get a civil war which will ruin they already low gains early, because closing with germany will give em so needed extra factories and menpower.
I have no idea why do they continue to trashing already weakened to the ground british commonwealth countries.
