Regardless, you would still need to take land from them because they aren't going to surrender when they still control their entire country.
Nukes were always a "meh" for me. Skilled player makes sneaky moves, parachute drops, naval invasions etc.
I think they should add radiation to the area. Many youtubers use spam nukes (drop 20 nukes) on a single province just to remove a huge enemy division stack, after which they safely land, or pass through. Enemy troops die, but yours are completely fine when they land a second after bomb lands. Adding radiation (pretty much killing them a week later) would add some depth to this (I know, I know, imbalance etc...).
Because current model is kinda scum mechanic. Nukes in Modern Day mod is your biggest friend when doing impossible naval invasions or attacking in-between island (red lines between two close-by provinces separated by water). They are your friend also in normal game, but untill the time you develop them, you're either dead or you're extremely OP.
And no... a single nuke won't make a division die - they will only lose some organization... and like I said - dropping 20 nukes on a single province will most likely wipe them out
