Question about Guangxi Clique

Howdy!

I tried to do a playthrough as Guangxi Clique and went facist to try and avoid the Japanese declaring war on me. (unfortunately they went neutral so that wasn't very helpful in the end)

Anyways i got a lot of terrotory with border conflicts and finally took over the other Warlords and China. Now there's this problem I noticed with the focus tree and Proclaiming Rival Government. It requires a 40% (?) support of either neutral or communist party and without the focus I'm stuck on a miniscule Focus tree that has nothing to pick except continuous focuses anymore.

On top of that Japan is declaring war on me and I'm unable to get cores on mainland china because I can't pick the Rival Government focus that would enable it. Did I screw up my playthough by going facist or is there some way to fix the situation?

(I guess this is what I deserve for having dabbled in facism)
