How does new SS decisions work?

I was playing around with germany in the new patch(havent gotten new dlc get) and found a new decission about the ss and wondered how it worked. I only know the army is angry at me for recruting for a seperet thing. Plz Help?

they give you veteran units at full manpower with no equipment, you have to equip them and then they are fairly good

i know but i was wondering about the Okw opinon and other faction(dont remember name) But also about the chanses and what will happen with the chanses when the opinions switch

you have to make sure both sides like u or hitler gets replaced/killed. if you choose the ss u get free trained troops or if you choose okw you get free manpower i think

i have one -30 and one +15 and nothing has happend exept my admiral tried to quit and i discovered a spyring in Ostpreussen
