Best german kaiser strategy?

So i've noticed that the civil war really sets you behind compared to the historical path. You're just allot weaker and ive found that im going to war with the allies allot later. what's the best strategy, do the civil war first focus or wait and build up?

I just did this path and found that the world generated almost 0 world tension outside of germany which severely cucked me, austria hungary was unable to join my faction and i couldnt justify to shake up the frontline.....japan was at war with china and the soviets, germany was at war with all the allies plus romania and yugo but somehow the game only had 19 tension.... makes sense

I did civil war first.

I found myself unable to break through Belgium, but once I assasinated mussonlini and austria-hungary did the referendum to join the German Empire, France fell quickly from a southern thrust.

The UK was toppled by constantly making battleships and using the battleships focus to get early Battleship 4s, then doing convoy escort to protect 48 divisions who landed on either side of the island to split the British forces.
