In the infantry section of the research screen there's a new special forces tree with options for increasing the special forces size or making them even more special.

It's based on your total troops, so if you keep up building your "normal" forces you'll quickly be able to build more special forces as well.

I dont think it is anything to do with 'normal forces'. I have the original 30 divisions at the 1936 german out set, and added an additional 30 divisions of occupation infantry, yet the paratroop I researched locks me out at 3 divisions (9 battalions of the standard paratroop template).

It is linked to the number of regular infantery you have on the map. I checked the config files (defines.lua in common folder) and the amount of special forces allowed is 5% of your troops on the map with a minimum of 24 battalion.

It's to do with Battalions like Revan1er said, the limit is 5% of the total amount of your other battalions, with a minimum of 24.

So a 60 div army with average of 9-10 battalions would be 540-600 battalions, 5% of which is between 27-30 battalions can be SF in your army. Hope that cleared it up.

Umm, I don't get it. The 1936 germans start with 30 divisions of 9 battalions, I built an additional 30 divisions of 9battalions each, or a total of 540 battalions. 5% should be 27 battalions of sf, yet it locks me out at 3 divisions(9 battalions of paratroops). Where exactly are the other 24 battalions of gaurenteed special forces?

There is no error. The other 24 battalions do not exist! You are allowed to have 24 battalions IF and only IF your number of regular battalions do not exceed 480!
The moment you reach this limit you switch to the regular rule. This limit was made to help the small country.

ya, I think 1 division of 3 battalions of mountaneers from original 1936 german forces, and an addition 1 division of mountaineers (3 battalions) from Anschluss aquired mountaneer. In any case I am still missing 18 battalions, or 6 divisions of the standard paratroop template.

You are not missing anything!

Until you reach 480 battalions you are allowed to build 24 battalions of SF.
When you go over 480 battalions you will switch to an other rule which is: you can only have only 5% of SF battalions in your army.

And the definition of battalions is: EVERY BATTALIONS on the map! Do not forget to add your tank, artillery,... You also have to take them in account.

So in your case you build 27 battalions of paratroopers and have your mountaineer as SF. If the game do not want to let you build more SF it is because you reach the limit. You are not permitted to have 24 battalions of SF + the 5% of the entire army.

I did incorrectly count my battalions. The Cavalry and Panzer divisions are smaller. Also the mountaneer divisions are larger than the paratroop divisions. My new battalion count is 514 battalions x 5% for 25.7 special force battalions. subtract 12 battalions for the two inherited mountaneers, and I should have 13.7 special forces left for my paratroops. even with a trunctation I should be able to build 4 divisions of 3 battalions of the standard template paratroops. Ok that means I am only really missing 1 division of three battalions. I guess I can disband the mountaneers in order to build another 4 divisions of paratroops. If I spend the time to research the new cap limit tech it still feels like the special forces support is a distraction from the overall battle plan. (holding head in hands)

The maths is a bit nutty but an easy way to know your max BTN is by going to the army tab - where it says Divisions it should say your total battalions and also the amount of which can be SF battalions.
