Report a translation problem
It is linked to the number of regular infantery you have on the map. I checked the config files (defines.lua in common folder) and the amount of special forces allowed is 5% of your troops on the map with a minimum of 24 battalion.
So a 60 div army with average of 9-10 battalions would be 540-600 battalions, 5% of which is between 27-30 battalions can be SF in your army. Hope that cleared it up.
The moment you reach this limit you switch to the regular rule. This limit was made to help the small country.
Until you reach 480 battalions you are allowed to build 24 battalions of SF.
When you go over 480 battalions you will switch to an other rule which is: you can only have only 5% of SF battalions in your army.
And the definition of battalions is: EVERY BATTALIONS on the map! Do not forget to add your tank, artillery,... You also have to take them in account.
So in your case you build 27 battalions of paratroopers and have your mountaineer as SF. If the game do not want to let you build more SF it is because you reach the limit. You are not permitted to have 24 battalions of SF + the 5% of the entire army.
