Anytime you give an army a Garrison order (as opposed to Front Line), the unit capacity of the army triples.

If you give them a Front Line order later, it goes back down to normal.

You can also increase general/field marshal capacity through the upgrades system, at max you can get +2 for generals and +6 for field marshals

A field marshal can command hundreds of divisions. Just assign him 5 24-division generals. Then hit the button that collapses all the generals, hides the generals, and shows the units instead. Now just create the front line and issue all the commands through the field marshal.
