EDIT: Don't get me wrong, I don't mind any of them being formable in the game.
In an age of hyper-nationalism I can totally see people living in a super-state going "WE WUZ BORN IN THE PURPLE ROMANS N' ♥♥♥♥♥"
Call it whatever, United States of Europe, European Empire or else. But "European Union", with the actual flag (adopted by the EU in 1986...) echoes to current political propaganda and conspiracy theories, and as a wise thinker once said:
Also, Kennedy was assassinated by true American patriots because he was in fact the Vatican's puppet
People have tried time and time again through warfare, some even getting quite close to achieving it but the empires that formed rarely lasted long after the initial formation due to internal bickering.
The fact you can form the union is a good thing imo since it is what is represented by that age old dream, though I do agree it should only be called the EU if the parent nation is a democracy
So I agree, it's a nice feature, but it needs a different flag and names.
Implying the EU is a superstate is weird. It's what makes the so-called patriotic parties grow in the eyes of the non-expert public that doesn't know of the EU actually works (because of EU's own fault). In two words: it's fake news.
Anything regarding current political affairs have no place in an entertainment system anyway.
