Netherlands refusing to release Kaiser

Every single time I've completed this focus so far, the Netherlands has always refused to let the Kaiser out of exile, and I've had to go to war over it. Anyone else having frustrations from this?



Edit: They finally said yes, I suppose it was just very bad luck

I had them say that too, but then I killed them in war and still didn't get the Kaiser.

Yeah for some reason you can't get him, he also died after only 2 days of ruling and so that one achievement involving killing Mussolini is now impossible, because you can't get it with Wilhelm III

odd they release it for me he dies in 1940

He died in 38 for me, it’s random.

Found out that having no troops makes Netherlands always refuse.

Why would you have no troops? The civil war is over, yes, but don't you have plans re: Soviets?

I was an idiot and thought that to change the troops' namelists, you had to delete them and re-recruit them. Turns out you don't need to do that.

the Netherlands did not react my events or decisions timeout to this event (Kaiser Returns to germany) is @ - 410 days left
