Can't start a War

Dear HOI4 community,

I think I have a pretty noonish problem.
I've bought the game a few days ago and watched some toturials to get a better understanding of the game.

I started with Germany and went pretty well at the beginning.
Now I formed my armies at the border and wanted to attack!
I've set a frontline for my armies and set up an attacking plan for them. As I hit the "arrow" button above my generals to start the planning/attack, nothing happens. I've waited a few month but still no reaction. I'm not sure what I'm missing but I'm sure you can help me!

You have to justify a war on people to be able to attack them. You can do this by clicking on them on the map and then justify a war. It'll tell you how long it takes to finish the justification then you can declare.
You might have to click on them on the map and then click their flag to get the options to justify can't quite remember of the top my head.

OR

You can also get justifications/wargoals from your focus tree.

I justified a war but I didn't know that it takes so long so I was worried that I missed something else.
