2. Annex the "main side" by a country that can let go of annexed territories (Britain doesn't allow you to release territories until later on, some other countries may be similar)
3. Annexing the "main side" will end the civil war and it can then be released as a puppet or not, and will be at peace with the other side
The only downside to this is that the main side loses all of its units/divisions due to being annexed.
Btw, what I mean by "main side" is, like, say there's a civil war in the UK between Democracy and Communism. Assuming the Democratic side was the originally-existing regime, the United Kingdom would be the "main side", the original existing Britain. The original existing country must be annexed and then released in order to cause peace between both sides in a civil war. And funnily enough, they will also begin to hate each other over time, because they occupy each other's cores lmao.
