Military access doesn't let me attack?

Im fascist mexico in the axis, I managed to get the US to give me military access so that i could invade Canada. The problem is that i can go into the US, but I cant attack Canada! Can I not attack thru military access?

The US has to be at war with Canada aswell for the military access to work.

You cannot attack from a territory that hasn't itself declared war. To attack Canada, there are two main methods:

1) Naval invasion.
2) Coup, and then land in your side's ports.
