Google 'the winter war' and 'the continuation war' son. The Finns were fighting the Russians at the same time, but pointedly would not join the Axis. The Germans were begging them to do so and to help them finish off Leningrad, which the Finns refused. Their beef was the Russians being jerks to them before WW2 offically started and stealing some of their territory. The British were actually considering helping the Finns against Russia before Hitler started making his moves.
So, both your problem and your lack of understanding on how historical it is, are pretty funny.

So, if you really are Finnish, you should be more proud of your heritage, since Mannerheim obvioudsly had some guts.
It would've been 'interesting' if they had decided to join the Axis and help the Germans at Leningrad though, as this would've freed up a whole German army to move on Moscow. Who knows what that would or would not have changed.
Education aside, and to your actual game question- if you're only using 'improve relations' you might also want to use 'influence' so they have a majority fascist government before you ask them to join.
1) Finland was not part of the Axis, but a co-belligrent to the Axis (fighting together against a common enemy but not part of them). Never signed the Tripartite Pact, but it did sign the seperate Anti-Comintern Pact.
2) Finnish Defence Forces were never part of the German High Command, unlike other European Axis armies on the Eastern Front.
3) Finland has never in it's history surrendered. Peace deals in 1940/44 were armistices signed by BOTH sides and ratified by Paris Peace Accords in 1947.
4) Hitler and Mannerheim met on 4th of June 1942, not 1941.

You game's Finland might have Neutrality focus and the World Tension might be so low that it's impossible to get them join your faction. Just support them with Lend-Lease and maybe ask for transit rights if you're at war. If Finland is at peace then it's hard to get it on the Axis.
ps. Could it be that your map is wrong...? Nah, it must be everything else ever written in history.
What i meant was that it is weird how wikipedia says in the map that finland is apart of the axis but then on the tripartite article it says its not apart of it.
