Click on any province in the target puppet nation. At the top right, you should see a bunch of options. One of the options under the puppet country's name should give you the ability to free the puppet.

I think what he wants is to release individual states AS puppets, not form BEING puppets. Try the "Releasable States" mod it adds a whole lot of countries you can release as puppets.

i understand something wrong. i meant a mod with that i can release annexed states as puppet like in together for victory (i dont have this dlc)

ok. imagine this. you play as ussr, annex poland and you wanna make it a puppet

You can already do that. You click on your flag, click "manage occupied territories" find Poland and release, if the territory is cored by Poland you should be able to release them there as a puppet. I'm not sure if this is a TFV feature, but if it is then I doubt there is a mod out there that lets you do it.

i hate spending money for things like that. you can get similar things like in the dlcs for free in the steam workshop
