Can't remember whether historical AI is on or off but improving relations and re-arming before making the offer seems to help a lot.
what does improve relations change exactly?
It improves their opinion of you. As per the wiki:
"Relation affects trade influence and the success likelihood of other diplomatic actions."
I tried multiple ways to do this and the only seemingly reliable method was to improve relations - In the last 5 attempts I had 100% success rate with Austria (Czechoslovakia is a bit more hit and miss) For all I know I was lucky with the RNG.

I just don't understand why i've failed each time. It seems like really bad luck, I have been trying to gather my achievements and whatnot. and figured i'd start with an easier one. which has become unbearably difficult now. Almost like the AI prescripts its decisions to say no. Which seems to be decided at the start
