communist partisans recruiting trait

how do i get rid of this? I am playing as south africa and i didnt know the game was going to shoe-horn me into being communist. I won a civil war against the communists and they still have 60% support and I cannot hire any advisors other than the stupid communist.
now i have this constant trait that decreases my recruitable pop by .2% and adds +5 communist spread.
