Siege artillery and army HQs
Can these be behind the frontline, the siege artillery constantly firing and causing damage, and the army HQ simply so we can overrun it if we manage to breakthrough?

Siege Artillery can be created by using command points to comission pieces, which will create an empty unit. Over time, it will fill up with siege artillery, which has a low rate of fire but is constantly firing, and can provide much needed HE support in battle.

Siege artillery is more of a WWI weapon than a WWII one, and HoI3 had HQs but they were seen as more of just a tedious thing to worry about than anything else. Siege artillery might end up added as an ability, but commissioning actual units of it wouldn't make sense since siege artillery was a crapton bigger than normal artillery, and thus units of it should cost a lot to produce.

More importantly, siege artillery is incredibly slow, and tends not to be very accurate since its simply too absurdly large to aim easily (if you miss, it takes a while to figure out how much by); this does depend on the actual caliber, since some siege artillery was smaller ("only" 8inches/200mm, as opposed to the virtual battleship guns that classic siege artillery represented).

If this were to be implemented in-game, it would probably fill either the role of a command ability for attacking forts, or alternatively be a sort-of wunderwaffe weapon like Superheavy tanks (which are also anti-fort weapons, at least for those built by the Allies).

There are Costal Artillery and Railroad Artillery as support in Black Ice mod. While these two artillery are relatively powerful, they move with 1km/h speed unless you order them using the railroad. Further, if you try to ship the Railroad artillery, it will consume quite a bit of convoy for balancing issue.

As for HQ, you could assume that the new Field Marshal system is acted as an HQ.

Yes, but it would be satisfying to be able to directly harm the enemy commander, instead of just getting a random message of injury. A general or field marshall will hardly ever get wounded or killed unless there is a massive breakthrough, which is the exact scenario I am talking about now in regards to HQs. They just need to be a small entity of maybe a thousand men, following at a certain distance of squares from the front(based on the level of aggression of the advance). The more cautious, the further they will set up shop. The more aggressive, the closer to the front.

Unfortunately, as brigadier said, HQ division is only featured in HOI3.
