More importantly, siege artillery is incredibly slow, and tends not to be very accurate since its simply too absurdly large to aim easily (if you miss, it takes a while to figure out how much by); this does depend on the actual caliber, since some siege artillery was smaller ("only" 8inches/200mm, as opposed to the virtual battleship guns that classic siege artillery represented).
If this were to be implemented in-game, it would probably fill either the role of a command ability for attacking forts, or alternatively be a sort-of wunderwaffe weapon like Superheavy tanks (which are also anti-fort weapons, at least for those built by the Allies).
As for HQ, you could assume that the new Field Marshal system is acted as an HQ.
Unfortunately, as brigadier said, HQ division is only featured in HOI3.
