theres always open games when i check and plus some of them will have 'hot join' turned on so you can join during the match if you want. but of course you could always just host your own matches.
this game gets insanely fun in multiplayer when playing with friends because you can try to play certain 'scenarios' and really make use of how sandbox this game is.
MP games with likeminded friends are awesome.

(you won't be able to access that forum until you actually own the game and link your paradox and steam accounts)
Only restriction is the ingame checksum which must match, which in turn means that you have to have the same mods active as the host of the game you are joining has (if any). The checksum is based on the game patch version and not affected by DLC's but most mods do change it so therefore make sure the mods match.
It will lag if your system/internet is not up to par.
You are hosting your game. The lag is from cpu process late game which seems to be addressed in the upcoming patch on the 8th. Overall MP works fine. If you're into WW2 strategy I don't know of another game that is as in depth as this one.
Can you get a refund? Make sure you stay under limit for a refund.
