Country Won't Change Ideology.

So I've been going for the "New World Order" achievement. The only country remaining is the Philippines. They're democratic and a puppet of the United States. I've been boosting them for about ten years in game time. They've been 98-100% fascist for the past four years or so and yet they refuse to convert to fascism. Two elections have passed in game yet they've somehow remained democratic throughout all of this. What is going on?

I can't coup them or invade them since they're in my faction. I can't dismantle my faction to coup them or invade them due to the rule "faction leader may only leave a faction containing itself and puppets." Every country in the world is part of my faction. Am I basically just screwed here? Have all those hours put towards this goal gone to waste? How the heck do I convert the Phillipines? I've just been letting it sit on max speed, watching the years go by, hoping something will happen.

Puppets cant change ideologies I believe.
If USA is Democratic then im sure Phillipenes cant convert. If they are Fascist then Philiphenes might convert.

Yep, the USA is Fascist as well. The Philippines is literally the only non-fascist country left.

I think youre screwed mate. You could try cooping phillipines. The dem side ma y convert in a civil war, or you just try to help the fascist side win.

Yah seems I just have to wait it out to see if there is a civil war or internal coup. Waiting another four years for the 1977 election. If it doesn't happen by then you're probably right and I'm just screwed for this achievment attempt.
