Because I've tried to reduce it by inputting "threat 999999999" as said in your link. It became 0. But I can't get it up anymore. It's stuck at 0 world tension.
If that does not work I suggest looking online at other forums or maby wait till someone who is more famlier with commands can explain it to you.
"threat 99999999999999999999999999999999999999" this command decreases World Tension by 1 each time used...

In my non-historical games there is mass chaos with random wars everywhere. Is that caused by world tension? I didn't cause it myself. The Soviets began with many invasions plus a few civil wars and then a general brawl developed worldwide. I find it very fun and exactly what I want in a world war. Is that what you want to avoid? I would prefer to know ways to increase the tension to amp up the chaos and fun.
Typically, world tension is caused from fascist and communist nations like the soviets, germans, italians, or the japanese going to war (pretty self-explanatory). However, once certain tension thresholds are reached, democracies and non-aligned countries will be given access to previously restricted actions, such as war goal justification and joining factions (hence why past a certain point you have to expect every small war to lead to a larger war when the small country joins a faction).
However, this chaos is often not very fun to people who want the game to settle down a little bit after they're done having their world wars (for instance: me), but don't want to wait 20 months of hopefully no world tension gain for it to drop all the way back down to 0% tension. (To clarify: I enjoy seeing how well the map I've made through peace conferences can last over time, though it's often destroyed as each country builds up division amounts till the save's unplayable)
Or maybe I completely misread your comment, I don't know.
