Perhaps it's because I don't want to give my money to an oft-shady website for a key that will possibly be region-locked, false, otherwise restricted, or eventually revoked. Or any of a hundred different reasons.

Why are you so hostile? Maybe some people are not comfortable with these sites. If you hate Steam and capitalism so much, stop using Steam, sell al of your stuff, and donate all of your money to charity. Calm down.

I've used a few of those market sites. I've even gotten a refunds. But to answer your question, I'd say it could go on sale with the release of the new expansion next month. Otherwise there is the summer sale.

There is supposed to be a Steam Lunar Sale February 15-19.
I plan on picking this up on sale as well. I content myself on watching some Youtube vids so I don't go into this game completely green.

I don't know if the videos will help much, this expansion is game changing. Lots of things are being fixed.
