Report a translation problem
the mod you place should have 2 files the "name of the mod".mod file and a folder with the same name.

I have tried this but it is still not working
you probably forgot to change the .mod file since they are broken if you download them from websites like steamworkshop.download
to fix this open the .mod file with a texteditor and replace archive="name of the mod.zip" with path="mod/name of the mod/"
or alternativly just take the .mod file out of the zip and just place the zip file in the Hearts of Iron IV mod folder.

Since if he has the game, then there is no need of extracting anything, because it's all handled by the game and Steam workshop.
