As Germany, I still don't get how this is triggered. I out spent the UK, I even boosted Fascist popularity. How is this won? What am I missing?

the dutch have to do a national focus ultimately making them fascist
For that to happen you need to have atleast a 15 point advantage over the brits

Dutch just have to take the relevant focus. Its just not a priority for them. They have enough other focuses they tend to do first, so it can take quite a while till they actually take the focus you need,
