Go to this folder.
Steam\steamapps\common\Hearts of Iron IV\history\countries
and choose Germany folder.
In Germany folder go to place where other generals are and copy-paste this below to that place.

You can change his traits as you want and also his skills. He was really skilled defence commander and fight at north fronts at start of the war, so I gave hi, these stats as my own opinion.
Well, he earned his nickname for a reason and Germany even changed a law in 1955 ("Lex Schörner") to make sure that he didn't get a pension. He later was granted a small pension by the president though.
