What you could do is pause the game, tag switch to Italy and cancel the focus they do that gives them a war goal. Its a bit cheating, but its a single player game so who cares.
But in general if the AI will use its war goals it gets from their focus tree.
Yeah and that kinda ruins doing interesting things....
For example Japan did its focus for taking the dutch east indes which I have owned since the first year or so of gameplay.
We signed the Tri pact and I have 100 relation with him, and sent him volunteers for china. He didn't care and declared war.
That is a fair point but requires some knowledge ahead of time. You can be leader of the axis and keep all your wars private. The easiest way to do that is to only include members who cannot create wars via the focus tree.
The problem is that if you call any ally to war they will call all other nations to war. So if someone declares on Japan or Italy then there's going to be situations that you can't easily avoid.
It is incredibly simple for example to play as Germany and do a double war at the game start and then play "historically" up to 1939 to start WWII. But Rushing world tension can have some dire consequences. Usually it means the US has to sit out for a longer time.
Sadly there probably is not. This is where it pays to have knowledge ahead of time of what focuses Italy/Japan are likely to use.
If you want them in the faction then they either need to be a puppet or not be allowed to join wars. This prevents whatever problems they can normally cause.
It is because those countries have focuses to start wars that I never sign the tripartite pact with Italy/Germany.
I didn't look at the original post date only the replies. I just like to occasionally help new people trying to figure out the game.
Its not like the original issue can not exists today, but many things changed in game over the years including major changes in core mechanics and features - it is often very misleading follow old topics and build on obsolete experience today, not to mention it is usually not any more relevant for the original posters.
