Providing you also take the 'Align Romania' at some point earlier in the game, they too will join the Axis pretty early on as well. Allowing you to take the "Integrate War Economies" focus and getting the most out of it, a hell of alot sooner than you could other wise take it.
'Integrate War Ecconomies' is better than 'Germany war Ecconomy'.
Giving you 8 war Factories, and 4 to both Hungary and Romania.
It also makes Hungary and Romania your puppets. Giving you Control over all their forces and favourable trade relations. Which in the case of Romania you get more fuel from them per Factory.
Even better, if you have DoD installed, it turns both countries into Satellite's, which gives you even greater control over their countries, and ultimately the ability to annex both completely if you want to at a later date.
Long term i'm in no doubt about it, Split > Integrate > Annex.
More manpower, more factories, more resources.
Short term, the few extra factories from Slovakia is not really worth it.
Or share with Hungary, then puppet them via focus, you gain access their land forces.
Or invade him. Allies doesn't care
