Build agency and send spies to destabilize opponents.
Trotsky couping everyone was an intended feature before La Resistance. Except as you can see, the devs provided no real way to lower someone else's stability.
Somehow getting them to join an offensive war i believe that knocks them down quite a bit, but unreliable and would only work on a few nations anyways.
I think dropping several nukes lowers stability but i might be wrong. It will at least lower their surrender %.
Not totally sure, but most of the nations you should be able to knock down enough. I know for sure as SU you can put 3 spies in Germany and keep them on less than 50% stability the entire game if you want to.
Propaganda lowers stabiliy
Boost party popularity (injects your ideology into their politics)
both reduce stability over time but they have to be meitained as once you remove spies or they are killed it will trickle back.
other then these 2 its only offensive war , and some select nation focuses (particulary ones who inject your ideology/party into X country)
