It is actually quite possible to run HOI 4 on a console quite well. To be short about it, Console hardware for a platform doesn't change. The older variants of PS4s have the same hardware as the newer PS4s. Thus, thanks to optimisation, you can get more out of the PS4's hardware than if you were to slap PS4 hardware into a PC.

Where am I getting at this? Well, this is pretty much what Paradox recommend you have hardware wise for HOI 4. (Not exactly, but quite close.) And when it comes to optimisation, this also brings a bonus in helping the game run better as a whole on consoles because you have only this sort of hardware to work with. It explains why having a PC with the hardware of a 360 trying to run games that were made on the 360 at the same settings doesn't work because PC hardware varies a lot and can't be fully optimised. That's what I understand anyway.
Consoles also have the benefit of their OS being optimised for their hardware, meaning more resources for the games it's trying to run.
So, can HOI4 run on consoles? Yes! It can. Obviously will be slow in late games and laggy,
bad controls due to controllers. Tho if it's just console players vs console players, controls shouldn't be an issue. Consoles also can use mouse and keyboard, like for Call of Duty and War Thunder.
Do I support it? Eh, kinda. If there was a mod style system like with Fallout 4 for console implemented from the start, then there's a chance it could gain traction on console. Gotta mention the fact that HOI 4 is one of the best selling games for Paradox, selling over 1 million copies.
When I made my post, I did kinda mention the fact that PS4 and Xbox 1 could run the game decently. Consoles have the benefit of a optimised OS and same hardware till a new console is out. Makes optimisation a lot more easy and efficient.
Also, if you're having trouble running the game you should really take a look at upgrading your RAM, processor or motherboard. If what you have is over the recommended and it is still slow, then I think it's something to do with background apps or mods.
