Failure to launch Operation Barbarossa

Hey I'm a big fan of HOI4 but one thing is keeping me from really enjoying the game. I've tried a lot of things and still cannot break the non aggression pact with the Soviet Union before August 1941. The Soviets always have a ton of divisions on the border and I have never been able to reach 100% of the enemies divisions on the border which the game says you need to break the non aggression pact. The last time I played I had to have at least 150 divisions on the border and I still couldn't break the pact. I have no problem breaking it in August but by that time the Soviets are ready and I have had little success. This is really bothering me because I am a big fan of the Eastern Front during WWII and just can't quite break the mystery surrounding the non-aggression pact in the game. Very Frustrated! Please Help!

Create a template with only 1 inf brigade, then mass produce this (force deploy if you want them fast).
Deploy at their borders, and you should be able to breake the pact without problems.
However, these divisions wont be much use at the front, but you can either upgrade them to garrison divisions, or simply delete them to get the equipment in storrage.

To the first comment... the focus doesn't break the pact, it just gives you a war goal with the Soviet Union without breaking the pact... and to the second comment... I'm looking for a more let's say traditional way of breaking the pact... I find it hard to believe that paradox made it this hard to launch Barbarossa at the right time in the blitzkreig scenario... There has got to be a better way!

The focus gives you the war goal. The focus doesn’t actually “declare” war though. All you should have to do is click on the Soviet Union to open up their diplomacy window and click “declare war” and then the pact will be broken and you’ll be free to invade.

There are 3 steps to going to war in HOI4. 1-justify 2.complete justification for war goals 3-actually declare war

There are some national focuses that help you skip the first step such as “war with USSR” but you still need to do the final step manually.

I don't know if you've every tried to attack the Soviet Union in 1941 but the problem is the non-aggression pact. It prevents you from justifying a war or declaring war even with the "war with the USSR" focus completed... it really sucks to be honest

It's already in effect at the beginning of the blitzkrieg scenario
