How to annex New Zealand as Australia without a war?
I do the National Focus but I don't get New Zealand and just get a war goal which isn't useful considering UK. Do I need to boost the party in New Zealand to annex them or is it just chance?

as far as i know "these anex goals" highly depend how powerful you are overall(not sure if this also applies to this one) so having much larger army helps with that but i could be wrong completly
