Marco Polo bridge incident debuff? can i get rid of it?

i started my first play with japan. im ready to attack china but the debuff will slow me down. a friend told me of a decision or something like that. if there is some decisions or things like that i cant find it in the decision menu.

can someone pls help me?

yea look for escalate war with china shows up after a while so stay on the defensive until you do it

Yeah, there is a decision called escalate the war with China and you have to take it a bunch of times to remove it. Each time you take it that debuff will be reduced by like 10 or 20 percent. It will probably slow you down but it won't stop you. China's divisions are basically all infantry so if you put artillery in your divisions, you should destroy them.

I have waited for one year, but the decision still doesnt appear at the desicion screen. i dont get it. how much will it take to appear? or did i look at the wrong board?
