Trotskyite plot - how to remove modifier?

it is Trotskyite plot modifier on stability, which add -15% for this stat.

How can I remove it?

Do the Great Purge focus and it'll remove the trotskyite plot. If you don't remove the plot trotsky will ignite a civil war later.

There is also a second spirit called Trotskyist plot removed? Which appears after the purge which will disappear after completing smersh or when at war with the great powers like germany
