They nerfed concentrated down to 15% so concentrated is really only better for countries that make lots of old equipment (you can play the soviets like this).
The problem is that having higher base productivity means otherwise you should always pick dispersed.
I have a mod that fixes many of the "stupid" parts of this game if you would like to try it. Among other things it restores concentrated industry back to 20% so either option is very appealing.

But i would recomend to go concentrated, and instead produce 1936 equipment untill you can shift to 1942 equipment (in 1941, if you research a little ahead of time). especially when playing soviet.
this will give you alot more equipment, and will allow you to get more boots on the ground, and more equipment in inventory for replendish.
But this does not factor in the factories you start with that are already running at maximum efficiency. Nor does it take into account ahead of time research bonuses which means you'll have certain lines running for 2 years or more because you unlock them early (Medium tank 2 or 3 is the prime example for Russia here), and then there is certain lines which you produce for the entire game. Support Equipment and Trucks, even Infantry Weapon 2 is good to keep going for ever (Infantry weapons 4 is exponentially better, than 2, while 3 is not).
Even if you intend to swap to Infantry weapons 3, you are not unlocking them for 3 years at least. Which ever way you cut it, that's ALOT of rifles you are missing out on.
While most countries can have strategies for both sides of the industry tree, Russia is one that I would say is much better off with Concentrated.
If you play a very historic game, and dont do cheeky things like attack romania/turkey/finland early... then yes you might want to go with concentrated and use lots of poorly equipped divisions.
If you want to use a very modern army then use dispersed.
Reason is that if you time it all well you can have 1941 medium tanks researched in mid-1938 early 1939. and in general you wont be needing 1943 medium tanks and if you start production off 1941 mediums in 1939 you will get more tanks that way if you concentrated.
