Can I run the game?
I always watched HOI4 videos and I finally decided to buy it (in Halloween Sale...), but I dunno if my laptop can run it (yes, I don't have a desktop), I know it has some *very* out of date specs, but I can run it even lagging?
My pc (laptop) specs:

4GB RAM
Intel Core i3 6th gen 2.00 GHz
(It doesn't say anything about graphics card btw)

PS: Even though it's specs are out of date I buyed it in September 2018.

https://www.systemrequirementslab.com/cyri is an easy way

If have time and want to do it the hard way, there are CPU hierarchy lists that you can compare your specs and the min/rec for the game on.

I personally can't imagine HOI4 running late game on 4 gigs of ram.

The HOI4 Store main page shows the System Requirements:
RECOMMENDED:
OS: Windows 7 64-bit or newer
Processor: Intel Core i5 750 @ 2.66 GHz / AMD Phenom II X4 955 @ 3.20 GHz
Memory: 4 GB RAM
Graphics: ATI Radeon HD 6950 or NVIDIA GeForce GTX570 with 2GB VRAM
DirectX: Version 9.0c
Storage: 2 GB available space
Sound Card: Direct X- compatible soundcard.
Additional Notes: Mouse and keyboard are required. / Latest available WHQL drivers from both manufacturers. / Internet Connection or LAN for multiplayer, Up to 32 other players in multiplayer mode.

It won't work at all if you have an Integrated Graphics Card (Intel).

As long as you have a real video card the game will play, but it will run slowly in lategame for your CPU. Also your RAM is low which means you may not be able to play with certain mods.

I personally don't really believe in CYRI... My pc can run games CYRI says it can't run...

It will lag like crazy if it runs at all.

This game runs almost entirely on your CPU, and you'll need a decent one if you want to get anywhere in a HOI game. I just recently upgraded from an Intel i5-2500K to an Intel i9-9900K and the difference is ♥♥♥♥♥♥♥ huge.

The i5-2500K would run on a maxium of 3.7 GHz, and the game would run fine until mid- to late-game when AI would spam insane amount of divisions. I could barely play anymore, let alone in multiplayer.

My new CPU runs at 5 GHz and now still get the occasional lag-spike late-game, but overall it runs smoothly.

My guess it'll be uncomfortable after early-game, and unbearable mid-game. However, I think I saw a mod that reduced AI spam somewhere, maybe that'll help.

Played the game for around 300 hours on just a crappy AMD A8 apu CPU which was in fact worse than OPs CPU, its more playable than its given credit for imo so yeah, as long as you're ok with some lag and low frames you should have an ok time.

I'm experienced with lag with pretty much ALL Paradox's big 3: EU4, Vic2 and CK2...

Hoi4 lag is way worse than the big 3 and even EUIV.

I have an i3 2ghz , 4gb ram and hd graphics 5500 and the game run fine

HOI4 isn't graphically intense so old GPU's won't have an issue with it, however HOI4 uses a lot of CPU power and even Modern High End CPU's struggle with the game in late game, I'd say you could play the game in early years when no nation starts spamming ♥♥♥♥ ton of units and the world starts burning around you but it will be slow.

Well, now I have around 100 hours of game and I have some experience on performance.
It starts to run slowly in the mid-game-ish (1940-ish) and the late game for me is pretty darn slow, 1 day takes around 2 minutes to run.
