as for playing as Bulgaria in kaiserreich it is almost guaranteed that Serbia, Greece and Romania will form a faction against you as it is a part of Serbia's focus tree. so you either got to keep restarting until only two nations are in the belgrade pact or just focus on serbia as they are the only major nation in the war
Alternatively you might try Sweden for instance, which has plenty of potential to form an empire, but you shouldn't be seeing Denmark, Norway, and Finland forming a pact against you like with Bulgaria.
Kaiserreich seems to "force" another Balkan War, but Bulgaria outside of KR can have potential to form a Balkan empire without such opposition. If you really want to play as Bulgaria in Kaiserreich, but don't want to worry about the alliance,..you could tag to SER at the right time and select for them a different focus/focus path, assuming there's an option mutually exclusive with forming the alliance against Bulgaria.
